CONVERSION OF CLASS-II LAND TO CLASS-I LAND

INDUSTRIES DEPARTMENT LAND ACQUISITION CHAPTER-VI

The land for Industrial Area is acquired by the Government in Maharashtra under chapter-VI of the MID Act, 1961. In this process suitable land is selected by MIDC’s initiative and as per Directive from State/Central Government. After which a prospective site is been visited by Regional Officer/Executive Engineer and Scrutiny of Development plan (DP)/ Regional plan (RP) of District and Topography study in done. Where Committee members like DY CEO, CP, SE and RO finalizes the land. After this entire process proposal from RO with the Approval of CEO is submitted to MIDC Head Quarter. Further MIDC HQ submits the proposal to the Government with help of High Power Committee where scrutiny by Industries and Law Department is done and the proposed land site is approved for the publication of Chapter-VI Gazette Notification.

Logistic Park can be established on freehold and leasehold land. Logistic Park on the leasehold can be established subject to balance lease period of minimum 30 years, Logistic Park on the freehold can be developed by Owner/Developer/Company with legal entity. Logistic is given Industrial status and Maharashtra Industrial Development Corporation (MIDC) is a special planning authority for development of Integrated Logistic Park in the state.

For being declared as Integrated Logistic Park the area required is minimum of 5 acres of land and having minimum 15 meters wide access road.

Permissible Land Uses:-

A minimum of 70% of the total area notified as Integrated Logistic Park shall be used for providing logistic service and up to 30% of remaining area will be permitted for support services and common facilities. The increase in minimum area above 70% (viz. 80:20, 90:10, but not 60:40) will be permitted automatically and no separate permission will be required from the department

INTEGRATED INDUSTRIAL AREA (IIA)

Area Requirements:-

For being declared as Integrated Industrial Area the any such industrial area shall be contiguous and shall admeasure not less than 40 Ha. At one place, be free from all encumbrances and have a means of access 24 meter width.

Manner of Notification:-

Permissible Land Uses:-

At least 60% of the total area notified as “Integrated Industrial Area” shall be used for industrial development and the remaining area shall be used for the development of support activities including Residential and Commercial activities.

Electronic Industry

Electronics industry is the world's largest and fastest growing industry and is increasingly finding applications in all sectors of the economy. The Government attaches high priority to electronics hardware manufacturing and it is one of the important pillar of both “Make in India” and “Digital India” programmes of Government of India. The import of electronic goods was of the order of USD 3 billion (approximately INR 3,44,500 crore) in 2017-18 with the demand for electronics hardware expected to rise rapidly to about USD 400 billion (approximately INR 26,00,000 crore) by 2025.

India cannot afford to bear a huge foreign exchange outgo on import of electronics alone which will be way high compared to of crude oil. This is both an opportunity and a challenge for the electronics sector. Domestic demand for electronic hardware products is increasing every year in the country and most of it, is met through imports. This thrust sector thus has tremendous potential for the growth and also huge employment opportunities. Recognizing the electronics sectors unique dynamics, significant opportunities and structural challenges. The Government of India notified the National Policy on Electronics in 2012 which provided a road map for the development of electronics sector in the country. Maharashtra with established ecosystem for electronics hardware manufacturing is poised to take advantage of Government of India's effort towards domesticating electronics hardware manufacturing. Recognizing its importance to the State, a special 'Maharashtra Electronics Policy-2016' has been announced.

To attract global industrial investment, State Government has made several initiatives for investment promotion and facilitation. The State has already established single window investor facilitation cell - MAITRI to facilitate clearances through single window on behalf of several Government agencies to industrial entrepreneurs. To setup industry in Maharashtra, State Government has given special incentives for industries in the under developed districts of Maharashtra. The policy envisions to bridge the gap of regional disparity in Industrial development by giving additional incentives to Vidarbha, Marathwada, Ratnagiri, Sindhudurg and Dhule. Also to No Industry Districts, Naxalism Affected Area and Aspirational Districts like Osmanabad, Gadchiroli, Washim and Nandurbar.
